摘 要:当前,由能源消费带来的环境污染问题日益突出,可再生能源无法顺利入网消纳,有必要通过电网接入价格机制引导并激励电源侧建设和需求侧响应。以电网企业向电源侧和需求侧提供的接入服务为切入点,对比分析不同国家接入收费实践。基于价格经济学理论,根据我国经济发展状况、输电价格结构、能源战略,针对电源侧接入设计浅接入成本回收模型和混合制接入费收取方式,通过价格信号促进可再生能源入网和消纳。研究电网接入服务价格引导机制,可以为解决由能源消费带来的环境污染问题提供参考。At present,environmental pollution problem caused by energy consumption has become increasingly prominent,and renewable energy cannot be absorbed into the grid smoothly.Therefore,it is necessary to guide and encourage the construction of power supply side and the response of demand side through the power grid access price mechanism.Taking the access service provided by power grid enterprise to the power supply side and the demand side as the entry point,the access charging practice in different countries was compared and analyzed.Based on the theory of price economics,according to China’s economic development status,transmission price structure and energy strategy,a shallow access cost recovery model and a hybrid access fee collection method were designed for power supply side access,so as to promote renewable energy access and consumption through price signal.Studying the price guidance mechanism of power grid access service can provide reference for solving the environmental pollution problem caused by energy consumption.
