摘 要:虽然经典ZSG-DEA模型由于考虑了各决策单元(DMU)间的零和竞争机制因而已在碳排放权与污染物排放权总量分配策略的研究中得到了广泛运用,但该模型在被运用于建设用地指标总量分配策略的研究时,由于并未考虑到被视为DMU的各研究子区域中存在的建设用地承载力上限,因而表现不佳.由此,首先改进了经典ZSG-DEA模型,提出了考虑各DMU要素承载力上限的ZSG-DEA模型.然后运用该模型对上海市2035年建设用地指标进行总量分配,通过优化现行的分配策略,得出了使上海市各区2035年的建设用地利用效率均达到DEA有效的总量分配策略.该模型的提出与运用是对DEA模型应用范围拓展的一次尝试,在效率原则下运用该模型得到的建设用地指标总量分配策略有利于促进建设用地的精细化管理,促使对建设用地的管理方式从“增量控制”向“总量控制”及“减量化管理”转变,同时也为建设用地指标总量分配策略的研究提供全新框架.The classical ZSG-DEA model is widely used in the studies of total carbon emission quota and total pollutant emission quota allocation strategy due to considering the zero sum competition mechanism among decision-making units(DMUs).However,this model doesn't take into account the corresponding limited construction land carrying capacity in each research subareas which is regarded as a DMU,so it performs poorly when it is applied to the studies of total construction land index allocation strategy.Therefore,in this paper,the classical ZSG-DEA model was improved and the ZSG-DEA model considering the limited element carrying capacity of each DMU was proposed.Besides,this optimization mode was used to allocated the total construction land index in Shanghai in 2035.By optimizing the existing allocation scheme,the allocation strategy of making the construction land utilization efficiency of all Shanghai districts in 2035 reaching DEA effective was obtained.The proposal and application of this optimization model is an attempt to expand the application scope of DEA models.Under the principle of efficiency,the total construction land index allocation strategy obtained by using this optimization model is not only conducive to promoting the construction land fine management,promoting the transformation of the construction land management from"incremental control"to"amount control"and"reduced management"but also beneficial to provide a new framework for the studies of the total construction land index allocation strategy.
