摘　　要：随着深海科技与装备的快速发展,为全维度控制海洋和打赢未来海战,美国等西方军事强国利用现有深海国际军控机制的滞后,加快构建深海作战力量,企图将大部分处于“公域”状态的深海区域打造成新一维战场,以谋求制深海权和以深制海,并占据深海资源争夺的主动权,由此导致全球深海区域军事化发展加速。而全球深海区域军事化发展加速,又将反过来推动深海科技的飞跃,进而带动国家海洋军事实力和综合国力的提升,拓展国家发展空间。同时,深海军事化发展加速,也将使深海区域呈现军备竞赛趋势,提升大国战争的爆发风险,违背国际海洋法关于和平利用海洋的基本原则精神。由于经济成本投入巨大,广泛应用人工智能技术的潜在风险高,同时深海区域地理生态环境极其恶劣、脆弱,全球深海区域军事化发展加速也将面临诸多制约和挑战。With the rapid development of deepsea technology and equipment,the intensification of deepsea resource competition,the lag of deepsea military control mechanisms,and the need for comprehensive management of the ocean and potential sea battles,major military powers are accelerating the construction of deepsea combat systems,attempting to turn most of the deepsea areas from a public domain state into a new onedimensional battlefield,in order to seek control over deepsea areas,which will accelerate the development of militarization in the global deepsea region.The acceleration of militarization in global deepsea region will in turn promote a leap in deepsea technology,thereby driving the improvement of national ocean military strength and comprehensive national strength,and expanding the space for national development.At the same time,this acceleration will intensify the deepsea arms race,violating the basic principles and spirit of international ocean peaceful utilization,and greatly increasing the risk of major powers’war.However,due to the significant investment in the development of deepsea militarization,the potential risks from widespread application of artificial intelligence technology and the harsh geographical and fragile ecological environment of the deepsea will also pose constraints and challenges to the accelerated development of deepsea militarization.
