摘　　要：[目的/意义]随着政府数据开放运动深入开展,数据安全和隐私风险问题日益突出,推动个人隐私保护,使政府开放数据和个人隐私保护的实现动态平衡。[方法/过程]收集英、美、法、加等10个国家政府开放数据个人隐私保护政策文本,构建政策工具、数据管理生命周期、数据主体三维分析框架,对政策文本进行编码分析,以明晰国外政府开放数据个人隐私保护的政策体系和实践现状。[结果/结论]从完善个人隐私保护政策体系、成立专门的隐私保护机构、构建多元主体协作的隐私保护模式和实现数据全周期管理4个方面提出完善我国政府开放数据个人隐私保护政策的对策建议。[Purpose/Significance]With the deepening of the government data opening,data security and privacy risks become increasingly prominent.Promoting personal privacy protection can realize the dynamic balance between government data opening and personal privacy protection.[Method/Process]Based on the data privacy protection policies from ten countries,including the UK,the US,France and Canada,this paper constructed the three-dimensional analysis framework of policy instrument,data management life cycle and data subjects,and adopted content coding analysis of the policy texts to clarify the policy system and practice status of foreign governments’open data personal privacy protection.[Result/Conclusion]This paper proposes suggestions from four aspects:improving the personal privacy protection policy system,setting up special agencies for privacy protection,building the privacy protection model of multi-subject collaboration and realizing data whole-cycle management.
