摘 要:为更好的应对城市超标准洪水,开展城市洪水韧性建设十分必要。构建合理有效的城市洪水韧性评价体系是城市洪水韧性建设的重点和难点。提出一套城市洪水韧性建设评价算法,以郑州市金水区黄科苑小区为例,综合考虑社会经济因素,选取脆弱性人口、车辆、电网三种韧性评价指标开展城市洪水韧性建设评价。结论如下:研究区城市洪水韧性最低点在洪水历时的第32小时;实施城市洪水韧性措施后,在同等强度洪水下城市洪水韧性由原来的0.58提升至0.65,有效提高了城市洪水韧性,也缩短了城市恢复正常功能的进程。该套城市洪水韧性建设评估算法可为量化城市洪水韧性水平提供支撑。In order to cope with urban floods that exceed the standard,it is necessary to carry out urban flood resilience construc-tion.However,the lack of a reasonable and effective evaluation algorithm for urban flood resilience has become a bottleneck re-stricting.This study proposed an urban flood resilience evaluation algorithm based on the socio-economic situation,using the fac-tors of vulnerable populations,vehicles,and power grids.A case study was given in Huangkeyuan Jinshui District,Zhenzhou city.The results show that the lowest level of urban flood resilience in the research area occurs in the 32nd hour of flood duration;And after implementing urban flood resilience measures,the urban flood resilience was increased from 0.58 to 0.65 under the same intensity of floods,effectively improving urban flood resilience and shortening the time process for urban normal function res-toration.This set of urban flood resilience construction evaluation algorithms can support the basic theory of urban flood resilience and the quantification of urban flood resilience levels.
