郑州建设先进制造业高地的基本态势、突出问题及着力点

摘　　要：郑州如何提能级、强创新、迈高端、拓赛道、增优势,在应对城市产业竞争中提质进位,在带动全省产业升级中引领赋能,是现代化河南建设中的重要议题。近年来,郑州实施“制造强市”战略,加快布局先进制造业,制造业发展呈现五个“加”的特点。以郑州与四大工业强省省会城市、中部六省和中西部省会城市、国家中心城市等多个坐标体系进行对标,郑州发展先进制造业还存在一系列突出问题。综合研判,郑州先进制造业发展处在“点上项目突破、沿链加速聚合、产业生态蓄势”的新起点上,即已经培育形成了一批先进制造业单点突破项目,正在带动产业链上中下游、价值链前中后端加速聚合,但是产业链价值链整体竞争力仍然偏弱,产业生态体系构建还处在蓄势阶段。借鉴杭州、西安、成都、武汉、合肥、长沙等城市经验,遵循建设先进制造业高地的基本取向,郑州需要从六大方面着力加快建设国家先进制造业高地:力争纳入国家战略布局,全力提升产业功能层级,聚焦优势、打造地标名片,千方百计对接先进地区,完善载体、拓展发展空间,搭建平台、集聚要素资源。In Zhengzhou city,how to improve the level of capability,strengthen the innovation,advance the high-end,expand the track,and increase the advantages,these are the important topics in the construction of Modern Henan province,so that it is possible to improve the quality and ranking in responding to the competition of city industries,and lead and empower the upgrade of provincial industries.In recent years,Zhengzhou City has implemented the strategy of“strong manufacturing city”,and accelerates the development and layout of advanced manufacturing industry,which presents the characteristics of five“plus”.By comparing Zhengzhou city with the capital cities of the four major industrial provinces,the capital cities of six central provinces and central and western regions,and the national central cities,just like finding its position in a coordinate system,there still exist a series of prominent problems in developing advanced manufacturing industries in Zhengzhou.With the comprehensive study and judgement,the development of advanced manufacturing industry in Zhengzhou is now at a new starting point,where“there is some breakthrough in certain projects,the aggregation is accelerated along the industrial chain,and the momentum of industrial ecology is still forming.”That is,a number of advanced manufacturing industries,as single points,have made breakthrough,and they are driving the up,middle,and downstream of the industrial chain,and the front,middle,and back end of the value chain,to accelerate the aggregation,however,the overall competitiveness of the industrial chain and the value chain is still weak,and the construction of industrial ecology system is still in the stage of gaining momentum.Drawing on the experience of the cities such as Hangzhou,Xi’an,Chengdu,Wuhan,Hefei,and Changsha,and following the basic orientation of building the advanced manufacturing highland,Zhengzhou city should make efforts in the following aspects:striving to be included in the national strategic layout,trying hard to enhanc
