摘　　要：海洋是高质量发展战略要地,海洋经济的高质量发展需要以培育和发展新质生产力为重要着力点。海洋新质生产力是由海洋资源开发与利用技术的革命性突破、生产要素的创新性配置,以及海洋产业深度转型升级而催生的先进生产力。相对于传统海洋生产力,海洋新质生产力蜕变和能级跃迁的核心要义集中体现在“新”和“质”两个层面,强调“以质促新”“以新带质”。从发展路径上来看,需要突出海洋科技高水平自立自强的创新主导力,以及传统海洋产业转型升级、海洋战略性新兴产业发展壮大、未来海洋产业前瞻性布局的坚实载体作用。培育和发展海洋新质生产力还需要构建完善的海洋科技创新体系、打造高素质海洋人才队伍、完善海洋新型基础设施,以及构筑高水平对外开放和区域分工格局。The ocean is a strategic place for high-quality development,and the high-quality development of the marine economy requires the cultivation and development of new quality productivity as a key focus.Marine new quality productivity refers to the advanced productivity resulting from revolutionary breakthroughs in marine resource development and utilization technology,innovative allocation of production factors,and deep transformation and upgrading of the marine industry.In comparison with traditional marine productivity,the essence of the transformation and energy level transition of marine new quality productivity focuses on two levels—"new"and"quality",emphasizing"promoting innovation with quality"and"bringing quality with innovation".From the perspective of development path,it is essential to emphasize leading innovation in marine science and technology with a high degree of self-reliance,as well as a solid role played by transforming traditional marine industries,developing strategic emerging marine industries,and forward-looking planning for future marine industries.To cultivate and advance new quality maritime productivity also requires establishing a robust system for marine science and technology innovation,building a team of high-quality maritime talents,improving marine infrastructures,and creating an elevated pattern of opening up to the outside world and regional division of labor.
