摘　　要：畅通数据要素资源流动,鼓励并引导企业利用公共数据优化劳动雇佣决策至关重要。基于地方政府上线公共数据开放平台这一事件冲击构建双重差分模型,实证检验公共数据开放对企业劳动雇佣的影响。研究发现:公共数据开放能够有效促进企业劳动雇佣。机制分析发现,公共数据开放通过降低投资不确定性与消费不确定性,进而发挥对企业劳动雇佣的促进作用。异质性分析结果表明,在经济发展不确定性较高的地区,公共数据开放对企业劳动雇佣的促进作用更显著。进一步分析发现,公共数据开放对企业的不同职能部门以及不同学历员工的劳动雇佣均有显著提升作用,但对生产部门和低学历劳动者的劳动雇佣影响更大。研究结果表明,公共数据开放能够协同缓解中国就业总量承压问题和结构性失调问题,促进了充分就业,为推进数字政府建设和“稳就业”提供了经验证据。Facilitating the efficient use of data resources and guiding enterprises to optimize employment decisions through public data is crucial.With local governments launching open platforms for public data,this study employs a differenceindifference method to examine how this impacts corporate employment.The research findings suggest that open public data effectively boosts employment in enterprises.Mechanism analysis reveals that it achieves this by reducing investment and consumption uncertainties.Heterogeneity analysis shows that in regions with higher economic uncertainty,the positive impact of open public data on employment is more pronounced.Furthermore,this paper explores how open public data influences corporate employment structures,finding significant enhancements across various functional departments and among employees with different educational backgrounds.It particularly impacts production departments and lesseducated workers.Overall,these findings illustrate how open public data can mitigate employment challenges and structural imbalances in China,promoting full employment.This study provides empirical evidence supporting the advancement of digital government initiatives and“stable employment”practices.
