摘  要:排污权交易有偿使用和交易工作是我国资源环境领域一项重大的、基础性的机制创新,是生态文明制度建设的重要内容。2023年,《中共中央国务院关于全面推进美丽中国建设的意见》明确,健全资源环境要素市场化配置体系,把排污权纳入要素市场化配置改革总盘子。本文对各省排污权工作开展方式、交易机构建设、有偿使用和交易金额、有偿收费标准和交易基准价格进行梳理和对比分析,指出存在的问题,提出了深化排污权有偿使用和交易工作的改革思路和具体措施,以推动资源环境要素市场化配置。The national level attaches great importance to the paid use and trading situation of emission trading rights,which is a significant and fundamental mechanism innovation in the field of resources and environment,and an important part of the construction of ecological civilization system in China.In 2023,the market-oriented allocation system of resources and environmental factors will be improved,and emission rights trading will be included in the overall market-oriented allocation reform of factors,which is clearly written into the opinions of the CPC Central Committee and The State Council on comprehensively promoting the construction of a beautiful China.In this paper,the method of provincial development,the construction of trading institutions,paid use and transaction amount,paid fee standards and transaction benchmark prices were sorted out and compared,the existing problems were pointed out.In order to promote the market-oriented allocation of resources and environmental factors,the reform ideas and specific measures to deepen the paid use and trading of emission right was proposed.
