摘　　要：随着老龄人口快速增加,提升老龄人口公共服务水平成为国家人口老龄化战略的重要议题。选取首都都市圈中北京与廊坊、保定邻界地区作为研究区域,借助手机信令、POI等大数据分析支持,评估区域内老龄人口与公共设施之间时空耦合的均衡性、匹配性水平。研究发现:(1)首都圈邻界地区老龄人口活动关联较为密切,保定和廊坊的邻界地区老龄人口多为周边乡镇出行,工作日明显高于周末;(2)老龄人口对商业和医疗设施使用比例较高,文娱和养老设施较为缺乏,城市间设施数量和服务质量存在较为明显的均衡性差别,各类设施供需匹配性较低。在此基础上,从设施一体化配置、公共交通优化、数字化技术赋能、城际协同制度建设等方面提出建议,以期为新时期首都圈高质量发展提供决策支持。With the rapid increase of the elderly population,improving the level of public services for the elderly population has become an important issue in the national population aging strategy.In this paper,the neighboring areas of Beijing,Langfang and Baoding in the capital metropolitan area are selected as the research area.With the support of big data analysis such as mobile phone signaling and POI,the equilibrium and matching level of the spatio-temporal coupling between the elderly population and public facilities in the region are evaluated.The findings are as follows:(1)There is a close correlation between the activities of the elderly population in the neighboring areas of the capital circle.Most of the elderly population in the neighboring areas of Baoding and Langfang travel to the surrounding towns,and the working days are significantly higher than weekends;(2)The elderly population has a high proportion of commercial and medical facilities,lack of recreational and elderly care facilities,there is a significant difference in the number of facilities and service quality between cities,and the matching between supply and demand of various facilities is low.On this basis,this paper puts forward suggestions from the aspects of facility integration configuration,public transportation optimization,digital technology empowerment,and intercity collaborative system construction,in order to provide decision support for high-quality development of the capital region in thenewera.
