新疆白杨河流域水资源管理利用“四水四定”实施策略

摘　　要：新疆白杨河流域是一个水资源极度短缺的区域,水资源问题已成为经济社会可持续发展和维持良好生态环境的制约和短板。本文在“四水四定”的原则下,对白杨河流域灌区基本情况、水资源管理现状措施进行了分析,流域水资源管理还存在规划与政策机制力度不够、管控指标不够明确、绩效评价和监测体系不够完备、管理体制不协调等问题。针对这些问题,提出了建立严格的管控指标、建立权威统一的监测计量系统、完善相关管理制度、加强顶层设计和工作协同机制、推进数字孪生流域建设等措施,有助于提高水资源管理利用效率,为推进流域落实“四水四定”提供支撑。The Baiyang River Basin in Xinjiang is an area with extremely scarce water resources,and water resource issues have become constraints and shortcomings for the sustainable development of the economy and society as well as maintaining a healthy ecological environment.This paper analyzes the basic situation of irrigation areas and the current measures of water resources management in the Baiyang River Basin under the principle of“four waters and four determination”.It identifies problems such as insufficient planning and policy mechanisms,unclear control indicators,incomplete performance evaluation and monitoring systems,and lack of coordination in management systems.To address these issues,suggestions are proposed,including the establishment of strict control indicators,the establishment of an authoritative and unified monitoring and measurement system,the improvement of relevant management systems,the strengthening of top-level design and work coordination mechanisms,and the promotion of digital twin basin construction.These measures will help improve the efficiency of water resources management and provide support for the implementation of“four waters and four determination”in the basin.
