“外源内生”式发展:边境地区人口空心化问题纾解路径

摘　　要：边境地区人口空心化问题威胁着国家安全与边疆治安,本质上是人口安全问题,有别于一般性人口空心化问题,难以等闲视之。统筹发展与安全是边境地区维护国家利益的必然要求。仅仅秉持传统发展观分析边境地区人口空心化问题只涉及外源或内生要素的一面,而难以揭示内外要素的综合作用机制,新发展格局下应以新发展观全面审思“兴边富民”行动的高质量发展进路。通过对西南边境地区的遥感分析和实地调查发现,“外源依赖”难以推动西南边境地区“在地的现代化”,边境地区人口空心化问题的纾解面临物质基础、行动保障、精神支持等内生性困境。在空心化趋势下,亟须完善边境地区政策体系,推动守土固边数字化,加强铸牢中华民族共同体意识宣传教育,进而弥合“外源—内生”的二元张力,实现边境地区“外源内生”式发展,减小边境地区人口空心化造成的负面影响。The hollowing out of border population poses a threat to national security and border security.It should not be taken lightly as it is essentially a population safety problem and different from the general population hollowing out.Overall planning for security and development is an inevitable requirement for safeguarding national interests in border areas.Analysing the hollowing out of border population from the perspective of traditional development concepts involves only one aspect of exogenous or endogenous factor,but not the comprehensive mechanism of the interaction between internal and external factors.In the new development paradigm,the new development concept should be used to comprehensively review the high-quality development approach of“Vitalizing Border Areas and Enriching the People”.For this purpose,a remote sensing analysis and a field investigation of the southwest border areas were conducted.The findings suggest that it is difficult to promote“local modernization”in the southwestern border areas through“external dependency”,and the alleviation of the hollowing out of border population is faced with such endogenous problems as material basis,operational and spiritual support.Therefore,under the inevitable trend of hollowing out,it is necessary to improve the border policy system,promote the digitalization of border defense,strengthen the publicity and education to foster a strong sense of community for the Chinese nation,thereby bridging the“exogenous-endogenous”dichotomy,realizing the“exogenousendogenous”development of the border areas,and alleviating the negative impact of the hollowing out of border population.
