摘 要:外商直接投资的技术溢出和对外直接投资的逆向技术溢出是我国获取先进技术知识的重要路径,协调二者的发展水平以提升创新能力成为重要课题。以2007—2018年中国30个省级行政区为研究样本,考察了FDI技术溢出、OFDI逆向技术溢出和双向FDI技术溢出协调度对区域创新能力的影响,探究了知识产权保护水平在技术溢出影响区域创新能力过程中的调节效应。结果表明:(1)FDI技术溢出、OFDI逆向技术溢出、双向FDI技术溢出协调水平显著促进了我国区域创新能力的提升,且双向FDI技术溢出协调水平对区域创新能力的正向影响较FDI技术溢出、OFDI逆向技术溢出更为突出。(2)在技术溢出影响区域创新的过程中,知识产权保护水平的调节效应体现了区域差异性,西部地区的知识产权保护水平显著增强了FDI技术溢出、OFDI逆向技术溢出和双向FDI技术溢出协调水平对区域创新能力的正向影响,而在东部和中部地区,知识产权保护水平的调节作用并不显著。这与东中西部地区的不同的创新基础、技术获取方式等方面有关。With the implementation of the"bring-in"and"go-out"strategies,the technology spillover from foreign direct investment(FDI)and the reverse technology spillover from outward foreign direct investment(OFDI)have become important paths for China to acquire advanced technological knowledge.However,there is no unanimity in the academic community on whether the two types of technology spillover promote innovation.We examine the impact of FDI technology spillover and OFDI reverse technology spillover on China's regional innovation capability,and investigate the moderating role of intellectual property protection in this process,so as to further clarify the mechanism of the effect of the two types of technology spillover on innovation,and enable China to formulate"import"and"go out"strategies to promote innovation according to the impact results.In addition,we focus on the interaction between FDI technology spillover and OFDI reverse technology spillover, and introduce the degree of coordination between the two into theresearch framework to explore the role of coordinated development of international two-way investment on regionalinnovation capacity.We used 30 provincial-level administrative regions in China from 2007 to 2018 as the research sample. The L-Pmodel was applied to calculate the scale of technology spillover acquired by each province through FDI and OFDIchannels, and the individual fixed-effects model was used to examine the FDI technology spillover, OFDI reverse technologyspillover, and two-way FDI technology spillover coordination on regional innovation capacity. We further exploredthe moderating effect of intellectual property protection intensity in the process of technology spillover affecting regionalinnovation capacity.After multivariate regression analysis and robustness test, we found that (1) the regression estimated coefficients ofFDI technology spillover are significantly positive at the 5% confidence interval, and the regression estimated coefficientsof OFDI reverse technology spillover are signifi
