摘　　要：在全球产业链扩张动力衰减并加速向区域化转变的背景下,我国积极推动构建互利共赢的区域产业链,为破解全球发展失衡问题提供了“中国方案”。本文基于传统产业链与互利共赢产业链比较视角,从制度型开放、创新合作机制以及收益分配模式三个层面分析了构建互利共赢区域产业链的理论逻辑;立足于我国高质量共建“一带一路”以及构建面向全球的高标准自由贸易区网络的成功实践,从规则对接、产业合作以及公共产品供给三方面阐释了构建互利共赢区域产业链的重点环节。最后,从治理机制、治理规则以及治理平台三方面提出建立互利共赢区域产业链的治理框架。Against the backdrop of the declining expansion momentum of the global industrial chain and its accelerated shift towards regionalization,China has actively promoted the construction of a mutually beneficial regional industrial chain,which has provided a"Chinese solution"for cracking the problem of global development imbalance.This paper analyzes the theoretical logic of building a mutually beneficial regional industrial chain from the perspective of comparing the traditional industrial chain and the mutually beneficial industrial chain,and analyzes the theoretical logic of building a mutually beneficial regional industrial chain from the perspective of systematic openness,innovative cooperation mechanism and revenue distribution model;based on the successful practice of China's high-quality construction of the"Belt and Road"and the construction of a global network of high-standard free trade zones,the key links of building a mutually beneficial regional industrial chain are explained in terms of the docking of rules,industrial cooperation and the supply of public products.Finally,a governance framework for building a mutually beneficial regional industrial chain is proposed in terms of governance mechanism,governance rules and governance platform.
