基于EHS理念的中外合作办学高校实验室安全管理体系建设

摘　　要：近些年,中外合作办学高校实验室规模迅速扩大,安全问题逐渐凸显,且师生来自不同国家,多元化教育背景和全英文语言环境需求,给实验室安全管理带来了多重挑战。因此,如何建立一个具有中外合作办学特色的可行性及兼容性强的实验室安全管理体系,值得深思。借鉴美国高校EHS实验室管理手段,从实验室安全管理机构、实验室安全准入体系、风险评估和安全管理监督机制、信息化平台建设及实验室安全管理队伍建设等5个方面,探讨了中外合作办学背景下实验室安全管理体系的构建。In recent years,the laboratories at Sino-foreign cooperative universities have rapidly expanded in scale,which leads to a growing prominence of safety issues.The diversified educational backgrounds and English-language environment present multiple challenges in laboratory safety management.This underscores the critical need to establish a feasible and compatible laboratory safety management system that aligns with the specific requirements of these collaborations.Drawing inspiration from the experience of laboratory management in American universities incorporating EHS principles,this paper revolves around the development of a laboratory safety management system within the context of Sino-foreign cooperative education.This encompasses five crucial aspects:the laboratory safety management organization,the laboratory safety admission system,the risk assessment and safety management oversight regulation,an information-based system,and the development of laboratory safety management team.
