摘 要:为科学防患森林、草原火灾,需要建设合理、便捷、高效的林道网。林区防灭火道路路网密度,是衡量预防、扑火能力的一个重要指标,但目前国内外鲜见有防火道路密度模型相关报道。本文根据灾害经济学、自然灾害经济学、林火管理经济学原理,结合林火损失概率、林分价值、道路投资等,研发了成本最小化模型。结合四川历史林火损害情况、建设分区及分区风险系数、四川林区地形地貌实际,依据成本最小化模型提出了基准密度和合理密度指标。In order to scientifically prevent forest and grassland fires,it is necessary to build a reasonable,convenient,and efficient forest road network.The density of fire prevention and extinguishing road networks in forest areas is an important indicator for measuring the ability to prevent and extinguish fires.However,there are few reports on fire prevention road density models both domestically and intermationally.This article develops a cost minimization model based on the principles of disaster economics,natural disaster economics,and forest fire management economics,combined with the probability of forest fire loss,forest stand value,road investment,etc.Based on the historical forest fire damage situation in Sichuan,construction zoning and zoning risk coefficients,and the actual terrain and landforms of Sichuan forest areas,benchmark density and reasonable density indicators were proposed based on the cost minimization model.
