摘　　要：文章以疫情后几年时间,国际能源形势紧张的条件下,俄罗斯战略能源为研究背景,以中俄能源合作为研究对象,通过对相关学术文献的整理采用比较分析法以及理论联系实际等方法,阐述了中俄能源合作的历史进程,总结出近几年能源紧张的情形下对中俄能源合作的积极影响和消极影响,并提出促进中俄能源发展的对策。通过分析,可知近几年来国际能源紧张形势带来的积极影响主要是使中俄能源合作的现实互补性提升,中俄能源合作领域扩大,中俄能源合作战略意义加强;消极影响是中俄能源合作环境不确定性增强,以及双方合作的潜在风险加剧。在近几年能源紧张的情况下,提出了促进中俄能源发展的对策:加强互信,优化能源合作环境;鼓励创新,丰富能源合作方式;注重沟通,完善能源合作机制。This paper takes the international energy situation under the conditions of tension,a few years after the epidemic,that is Russia's strategic energy as the research background,and takes China-Russia energy cooperation as the object of study.Through the collation of relevant academic literature using the comparative analysis method as well as the theory of practice and other methods,the paper describes the history of China-Russia energy cooperation process,sums up the recent years of energy tensions under the conditions of the positive and negative impacts of China-Russia energy cooperation.It also summarizes the positive and negative impacts on Sino-Russian energy cooperation under the energy tension in recent years,and puts forward countermeasures to promote Sino-Russian energy development.Through the analysis,it can be seen that the positive impact of the international energy tension situation in recent years is mainly to enhance the real complementarity of Sino-Russian energy cooperation,expand the field of Sino-Russian energy cooperation,and strengthen the strategic significance of Sino-Russian energy cooperation;the negative impact is to increase the uncertainty of the environment of Sino-Russian energy cooperation,as well as to intensify the potential risks of cooperation between the two sides.Under the situation of energy tension in recent years,countermeasures to promote the development of Sino-Russian energy are proposed:strengthening mutual trust and optimizing the environment of energy cooperation;encouraging innovation and enriching the mode of energy cooperation;focusing on communication and improving the mechanism of energy cooperation.
