摘　　要：区域协调发展是高质量发展的内在要求。在推进中国式法治现代化的背景下,区域高质量协调发展需要区域经济法治予以因应。在软硬法混合治理结构下,区域经济法治可以保障区域发展中空间正义的实现。从区域经济法治的实践来看,当前区域经济立法、执法、司法、守法等环节还存在不同程度的缺位及失位,阻碍了法治功能的有效发挥。基于“规则-机制”的分析框架,我国需要加快制定区域经济基本法,完善区域协同立法机制,实现区域经济立法横纵协调;完善“中央-地方”区域经济执法规则体系,强化区域执法协同机制,促进区域经济执法协同常态化;完善“程序-组织”区域经济司法规则体系,深化区域司法协同机制,推动区域经济司法资源协调整合;完善区域经济法治文化建设规则体系及协同培育机制,助推区域经济法治观念培育;同时,建立健全区域经济法治绩效评估机制,推动区域经济法治可持续发展,以高质量的区域经济法治体系促进区域高质量协调发展。Achieving high-quality development is an essential requirement of Chinese modernization,and coordinated regional development is an inherent requirement of high-quality development.Against the background of comprehensive rule of law,promoting high-quality development must be run on the track of modernization of Chinese-style rule of law,and regional economic rule of law is the legal response to coordinated regional high-quality development.Regional economic rule of law is based on a mixed governance structure of hard and soft law,including regional economic enacted law and regional economic soft law,which can promote value justice,institution justice,production justice,and distribution justice in the development space,thereby ensuring the realization of overall spatial justice in coordinated regional high-quality development.From the practice of regional economic rule of law,there are still four kinds of problems:problems such as imperfection of regional economic enacted law,imperfection of coordinated regional legislation mechanisms,and incongruity between regional economic policies and legislation at the legislation level;problems such as imperfection of regional enforcement rules,and lack of coordination in enforcement mechanisms at the law-enforcement level;problems such as shallow degree of judicial coordination,and slow construction of specialized courts across administrative divisions at the judicial level;problems such as insuficient promotion and innovation systems for regional economic rule of law,and inadequate construction of regional compliance evaluation mechanisms at the compliance level.These problems prevent the effective play of the function of regional economic rule of law.Based on the framework of rulemechanism",we need to accelerate the formulation of regional economic basic law,improve coordinated regional legislation mechanisms,and realize the horizontal and vertical coordination of regional economic legislation;improve the"central-local"regional economic law-enforcement rules,strengthen reg
