乡村民主治理制度创新与治理效能提升研究——以溧阳市埭头村“三制”建设为例

摘　　要：乡村民主治理是国家治理的微观基础,创新乡村民主治理机制对于实现国家治理体系和治理能力现代化具有重要意义。江苏省溧阳市埭头村通过推进“三制”建设,为优化乡村民主治理和提升乡村治理效能积累了宝贵经验,提供了重要启示。“三制”建设有利于汇集村级民主智慧,规范村级民主决策,强化村级监督考核。基于此,可通过推进农村基层治理制度创新,增强农村多元主体治理能力,优化农村民主监督体系,科学应对村级治理行政化,促进农村“四治融合”等举措打造“多元共治”的乡村治理新格局。Rural democratic governance is the microfoundation of national governance,and the innovation of rural democratic governance mechanisms is of great significance forachieving modernization of the national governance system and governance capacity.Daitou Village in Liyang City,Jiangsu Province,has accumulated valuable experience and provided important insights for optimizing rural democratic governance and enhancing its effectiveness by promoting the construction of the“three systems”.The construction of the“three systems”is conducive to gathering village level democratic wisdom,standardizing village level democratic decision-making,and strengthening village level supervision and assessment.Based on this,measures such as promoting innovation in the rural grassroots governance system,enhancing the ability of rural diversified governance,optimizing the rural democratic supervision system,scientifically responding to the administrative transformation of village level governance,and promoting the integration of the“four governance”in rural areas can be taken to create a new pattern of“diversified and co governance”in rural governance.
