摘　　要：婚育文化作为一种意识形态,是随着经济社会条件的变化而变化的。婚育观念是婚育文化的核心内容,对生育行为具有重要影响。婚育观念再转变是根据我国人口发展新特征和婚姻生育新形势及群众婚育观念和生育行为现状提出来的一个区别于婚育观念第一次转变的新概念。推进实现婚育观念再转变对于落实生育政策、优化人口发展战略、实现适度生育水平、平缓人口负增长速度、延缓人口老龄化速度、提升家庭发展能力等,均具有重要意义。构建和倡导适应新时代中国特色社会主义的新型婚育文化,引导广大群众接受和践行适龄结婚、适龄生育、适量生育、优生优育等新型婚育观念,是激发群众婚育动力、提升生育水平的思想基础,也是推进实现适度生育水平和人口长期均衡发展、为中国式现代化和高质量发展提供有效人力资本支撑和内需支撑的基本要求。推进实现婚育文化再转变,应当以习近平文化思想为引领,以“两个结合”为指导,以新时代人口形势为背景,加强组织领导,采取切实可行的具体措施,积极打造新时代婚育文化再转变的社会文化环境。Marriage and childbearing culture,as an ideology,changes with the changes of economic and social conditions.The concept of marriage and childbearing is the core content of marriage and childbearing culture,which has important influence on childbearing behavior.The re-transformation of the concept of marriage and childbearing is a new concept which is different from the first transformation of the concept of marriage and childbearing according to the new characteristics of China's population development,the new situation of marriage and childbearing and the current situation of the masses'concept of marriage and childbearing.Promoting the retransformation of the concept of marriage and childbearing is of great significance for implementing the fertility policy,optimizing the population development strategy,achieving an appropriate fertility level,flattening the negative population growth rate,delaying the aging rate of the population,and improving the family development ability.To build and advocate a new type of marriage and childbearing culture adapted to socialism with Chinese characteristics in the new era,and guide the masses to accept and practice new concepts of marriage and childbearing,age-appropriate childbearing,appropriate childbearing,and superior birth and childbearing are the ideological basis for stimulating the people's motivation for marriage and childbearing and raising fertility levels.It is also a basic requirement for promoting the realization of an appropriate fertility level and long-term balanced population development,and providing effective human capital support and domestic demand support for Chinesestyle modernization and high-quality development.In order to promoting the transformation of marriage and childbearing culture,we should take Xi Jinping cultural thought as guide,be guided by“Two combination”,with the demographic situation in the new era as the background,strengthen organizational leadership,take practical and concrete measures,and actively create a social and cultural e
