产业兴旺要求下农村产业型党组织建设的变与不变

摘　　要：在全面建设社会主义现代化强国的新征程中,产业兴旺被赋予了更高的历史要求,这必然要求产业型党组织与时俱进,守正创新。产业型党组织建设要做到三不变:第一,农村产业型党组织作为基层服务型党组织的特点不能变;第二,产业型党组织支部建在产业(链)上这一特点不能变;第三,产业型党组织的政治功能、服务功能与整体功能三大基本功能不能变。产业型党组织也要做到三变:第一,产业型党组织的设置方式要变,突破行政区划,跨区域(跨行政村、乡镇)设置产业型党组织将成为主流与必然趋势;第二,产业型党组织的产业发展理念要变,应依据乡村产业兴旺对产业类型、质量、结构及融合的要求科学规划,适当取舍;第三:产业型党组织设置时覆盖的组织范围要变,应扩大产业型党组织的覆盖范围,将新农村的“两新组织”尤其是以外来城镇优秀人才为主体的新经济组织的党建工作纳入到农村产业型党组织建设范围,实现外来人口为主体的“两新组织”和当地农民为主体的产业的党组织相融共建。In the new journey of comprehensively building a modern socialist country,the prosperity of industries has been assigned with higher historical requirements,necessitating that industry-oriented Party organizations should keep abreast of the times and innovate while maintaining their integrity.The construction of industry-oriented Party organizations is required to preserve three constants:First,the nature of rural industry-oriented Party organizations as being primary service-oriented Party organizations remains unchanged.Second,the requirement of distributing industry-oriented Party branches within the industries(or supply chains)remains unchanged.Third,the three fundamental functions of industry-oriented Party organizations including politics,service,and integrality remain constant.Meanwhile,three requirements should be altered:First,the organizational structure of industry-oriented Party organizations should evolve,breaking through administrative divisions and setting up cross-regional(across administrative villages and townships)industry-oriented Party organizations,which will become mainstream and a necessary trend.Second,the industrial development philosophy of the industry-oriented Party organizations requires modification which should be scientifically planned and selected in accordance with the requirements of the types,quality,structure,and integration needed for rural industrial prosperity.Third,the organizational coverage of industry-oriented Party organizations requires expansion;it should expand to include“new rural organizations,”particularly the Party construction of new economic organizations featured by outstanding talents from cities and towns,thus integrating the“new organizations”consisting of external populations with local rural industrial organizations in a mutually constructive manner.
