摘  要:在流域治理和灾害救治中,人们面对困难积极应对,往往会产生一些因地制宜的创造性变通性举措,值得后人总结借鉴,1927年至1937年南运河下游疏浚中的官商联动便是典型的一例。20世纪二三十年代,南运河下游马厂减河口九宣闸至天津市河段的淤塞严重影响到内河航运及商业秩序,在政府疏浚经费奇绌且商人受损严重、疏浚需求急迫的情况下,官商双方在疏浚方案、资金及组织方面配合联动,推动疏浚工程终至完成,对恢复内河客货运输与灌溉秩序皆发挥了一定作用,基本达到预期目的。但由于联动中存在的管理失当、协调不畅等情况,使工程延宕,最终未能达到理想效果。总结个中的经验教训,对今后整合现有资源、调动一切积极因素应对灾害和增强跨部门沟通协调,具有一定借鉴和启发意义。In watershed management and disaster relief,people actively respond to difficulties and often develop creative and adaptable measures tailored to local conditions,which are worth summarizing and learning from.The government-business linkage in the dredging of the lower reaches of the South Canal from 1927 to 1937 is a typical example.In the 1920s and 1930s,the siltation of the section from Machang Jianhekou Jiuxuan Lock to Tianjin in the lower reaches of the South Canal seriously affected inland waterway navigation and commercial order.In the face of scarce government dredging funds,severe damage to merchants,and urgent dredging needs,both government and commercial parties cooperated and coordinated in dredging plans,funds,and organizations to promote the completion of dredging projects,playing an important role in restoring the order of inland waterway passenger and freight transportation and irrigation,and basically achieving the expected goals.However,due to improper management and poor coordination in the linkage,the project was delayed and ultimately did not achieve the desired effect.Summarizing the experiences and lessons from it has certain reference and inspiration significance for integrating existing resources,mobilizing all positive factors to respond to disasters,and enhancing cross departmental communication and coordination in the future.
