历史地段认定标准与保护利用研究——以四川省三线建设文化遗产为例

摘　　要：历史地段是城乡历史文化保护传承体系的新类型。基于四川省历史地段专题研究试点对历史地段的定义与认识,面对四川省数量众多、亟需保护的三线建设历史文化遗产,对四川省三线建设历史文化遗产保护情况进行分析,发现虽然保护工作不断完善,但仍有大量三线建设文化遗产未得到有效保护。15处三线建设历史地段研究样本中纳入工业遗产、爱国主义教育基地的比例不高,面对当前的新形势,提出了具体的保护利用方法:顺应城市发展,确定保护目标;明确保护重点,加强特色营造;编制规划指南,促进活化利用;更新公共空间,提升环境品质;加强保护宣传,彰显文化内涵,以期为历史地段和三线建设文化遗产这一特殊工业遗产的保护与利用提供参考借鉴。Historical lots are a new type of urban and rural historical and cultural protection and inheritance system.Based on the definition and understanding of historical lots in the pilot study in Sichuan Province,and in the face of the large number of third-line construction of historical and cultural heritage badly in need of protection,an analysis of the protection of historical and cultural heritage in third-line construction in Sichuan Province reveals that although the protection work is constantly improving,a multitude of third-line construction of cultural heritage has not been effectively protected.The proportion of industrial heritage and patriotic education bases included in the research samples of 15 historical lots for third-line construction is not high.Faced with the current new situation,specific protection and utilization methods have been proposed:to adapting to urban development and determine protection goals.Clarifying the focus of protection and strengthen the creation of distinctive features.Developing planning guidelines to promote activation and utilization;Updating public spaces and improving environmental quality;Strengthening protection and publicity and highlighting cultural connotations to provide reference and inspiration for the protection and utilization of historical lots and the cultural heritage of third-line construction,a special industrial heritage.
