大学治理改革视域下日本教授会责权变化的动因、向度与影响

摘  要:20世纪90年代以来,在应对急剧变化的复杂环境和社会需求的过程中,日本政府出台了一系列政策法规推进大学治理改革,而针对教授会的责权调整则是其中的一项重要事项。由于日本大学内部组织的责权不一致和保守文化,以及外部法制建设的不完善,教授会的责权关系长期模糊不清,阻碍了大学的高效决策。据此,日本大学治理改革围绕着教授会的责权问题展开了三个方面的调整:一是改善大学内部权力结构,建立自上而下的管理运营体系;二是完善法律法规建设,规范教授会的责权所在;三是加强对教授会责权的监察,保障改革的实践力度。在日本大学治理改革中,教授会责权的相关调整举措在取得一定成效的同时,也与预期目标存在一定差距。In response to the rapid changes in the complex environment and social needs,the Japanese government has issued a series of policies and regulations to promote the reform of university governance since the 1990s,among which the adjustment of the responsibilities and powers of faculty meetings was an important move.The inconsistency of responsibilities and powers of internal organizations and the conservative culture of the Japanese universities,as well as the imperfection of external legal system yet led to the ambiguous relationship between the responsibilities and powers of faculty meetings,which impeded effective decision-making.Accordingly,the reform of Japanese university governance made three major adjustments around the issue of responsibilities and powers of faculty meetings:first,improving the internal power structure of the university and establishing a top-down management and operation system;second,improving the construction of laws and regulations to standardize the responsibilities and powers of the faculty meetings;and,third,strengthening the supervision of the responsibilities and powers of the faculty meetings to guarantee the strength of the reform in practice.In the reform of Japanese university governance,the initiative of adjusting the responsibilities and powers of the faculty meetings has been somewhat effective,while also falling short of the expected goals.
