摘 要:在我国,中小学教师退出政策虽然已经提出了十余年,但这一顶层设计依然面临落地困难。当前编制制度成为中小学教师岗位护身符,退出实施难;考核管理不实,退出依据不足;退出内涵偏重强制退出,退出阻力大;政策规范性不足,基层难以操作;缺失善后保障措施,管理者不忍实施退出。未来退出机制构建需在配套实行聘任合同制、优化教师管理体系、重塑退出观念、完善退出规范、加强退出善后保障等方面完善政策。Although China's exit policy for primary and secondary school teachers has been proposed for decades,but this top-level design is still faced with landing difficulties.The current establishment system has become the protection of primary and secondary school teachers,and it is difficult to withdraw from the implementation.The assessment management is not real,the exit basis is insufficient.The connotation of exit emphasizes forced exit,and the exit resistance is large.The policy standardization is insufficient,and the grass-roots level is difficult to operate.The policy lacks safeguards to deal with the aftermath,managers can not bear to implement exit.In the future,the construction of the exit mechanism needs to improve the policies in terms of supporting the employment contract system,optimizing the teacher management system,reshaping the exit concept,subdividing the exit types,improving the exit norms,and constructing the exit aftercare guarantee.
