摘　　要：目的:以H市为例,测算2023年度医疗服务价格调价总量,为其他城市提供借鉴。方法:采用综合指标法构建增长系数评分体系,基于H市2022年医疗服务价格管理、医保基金结余、公立医疗机构运行、社会经济发展相关指标数据,测算医疗服务价格调价总量。结果:调价总量测量中,基础指标值为7.75%、调节指标值为0.1%、综合平衡指标值为0.1、增长系数为0.765%,结合历史基数57.97亿元,测算出H市2023年医疗服务价格调价总量为4 434.71万元。结论:医疗服务价格调价总量测算方法定量、规范、合理,各地可根据自身实际,遴选相关指标进行测算,以此加强对医疗服务价格的宏观管理,探索建立长效可持续的总量调控机制。Objective To measure the total amount of price adjustment of medical service in 2023,taking H city as an example,and to provide a reference for other cities.Methods A comprehensive indicator method was used to construct a growth coefficient scoring system,and the total amount of price adjustment of medical service was measured based on the data of relevant indicators of medical service price management,medical insurance fund balance,operation of public medical institutions,and socioeconomic development in H city in 2022.Results In the total amount of price adjustment,the value of the base indicator was 7.75%,the value of the adjustment indicator was 0.1%,the value of the comprehensive balance indicator was 0.1,and the growth coefficient was 0.765%.Combined with the historical base figure of 5.797 billion yuan,the total amount of price adjustment of medical service price in H city in 2023 was estimated to be 44.3471 million yuan.Conclusion The measurement method for the total amount of price adjustment is quantitative,standardized and reasonable.The localities should select relevant indicators for measurement according to their own reality,so as to strengthen the macro management of medical service price and explore the establishment of a long-term sustainable total adjustment mechanism.
