摘　　要：通过内外部调研,并结合企业实践案例,对如何落实企业全员安全生产责任制进行了分析研究。通过探索全面落实企业安全生产主体责任,总结企业“纵向到底、横向到边”的全员安全生产责任制体系的经验与做法。通过建立企业安全生产履职督查机制及安全生产责任制“一岗一清单”,并将安全生产考核与安全生产责任制紧密结合,强化过程监督,促进全员安全生产责任制的落实。Based on the internal and external research with the combination of the enterprise practice cases,studies and analyses are carried out on how to implement the safety production responsibility system for the staff.By exploring the comprehensive implementation of the major safety production responsibility of an enterprise,the experience and practice in its"vertically to the end,horizontally to the side"safety production responsibility system are summarized.By establishing a safety production performance supervision mechanism and a safety production responsibility system"one post,one list",combining with the safety production assessment and the safety production responsibility system closely,it strengthens the process supervision,and promotes the implementation of the safety production responsibility system for the staff.
