摘　　要：四川省因其特殊地形地质条件和地理位置,成为山洪灾害多发频发的省份之一。山洪灾害破坏性强,给人民生命财产安全带来了严重威胁。根据四川省山洪灾害成因和特点,提出非工程措施和重点山洪沟相结合的治理方案。在常规的非工程防御措施基础上,建立危险区动态和分级管理清单,同时结合动态预警指标分析,开展省级山洪灾害风险预报预警服务和预警信息发布工作,并结合重点山洪沟的治理,打造出契合四川省特点的山洪灾害防治体系。Sichuan Province has become one of the provinces with the highest number of flash floods due to its unique terrain,geological conditions,and geographical location.Flash floods are highly destructive and pose a serious threat to people's lives and property safety.Based on the causes and characteristics of mountain flood disasters in Sichuan Province,propose a governance plan that combines non-structural measures with key mountain gullies.On the basis of conventional non-structural measures,a dynamic and graded management list of hazard areas is established.At the same time,combined with dynamic warning indicator analysis,provincial-level mountain flood risk prediction and warning services and warning information release are carried out.Combined with the management of key mountain gullies,a mountain flood prevention and control system suitable for the characteristics of Sichuan Province is created.
