近代福建非金融机构私票发行史——兼论私票属性与作用

摘　　要：近代中国通货体系中私票居于边缘地位,却长期维系着乡村社会的货币金融关系。私票发行主体的多元化格局影响其流通范围、职能作用甚至基本性质。地域性是私票的基本属性之一。福建在清末已普遍流通私票,商号等非金融机构钱票的兴起到20世纪20年代末达到鼎盛,以闽西北、闽东等地为多,福州、闽南因特殊的市场状况而少有商号钱票。20世纪30年代中期,非金融机构私票发行的组织化程度有所提高。福建省银行设立后,私票发行收缩,抗战爆发后有所恢复,解放战争末期短暂重兴。总体而言,福建非金融机构私票虽仅具有部分货币职能,且一再被政府取缔,但因其特殊的属性与作用,始终具有一定的生命力。In the modern Chinese currency system,private notes were marginalized,but they had long main⁃tained monetary and financial relationships in rural society.The diversity of the issuing body affected the circula⁃tion scope,function,and even basic attribute of privated notes.Regionality is one of the basic attributes of pri⁃vate notes.In the late Qing Dynasty,private notes were widely circulated in Fujian,and the rise of non-financial institution notes such as business notes reached its peak in the late 1920s,mainly in northwestern and eastern parts of Fujian,while there were few business notes in Fuzhou and southern parts of Fujian due to their special market conditions.In the mid-1930s,the degree of organization in private note issuance by non-financial insti⁃tutions increased.After the establishment of the Fujian Provincial Bank,the issuance of private notes contracted,but recovered slightly after the outbreak of the War of Resistance against Japan,and briefly revived at the end of the Liberation War.Generally speaking,although the private notes issued by non-financial institutions in Fujian only had partial monetary functions and had been banned by the government time and again,they had always had a certain vitality due to their special attributes and roles.
