中国基础研究投入不足的内因分析——基于地方政府间经济赶超的视角  

Analysis of the Internal Causes of Insufficient Investment in Basic Research in China:Based on the Economic Catch-up Behavior between Local Governments

摘　　要：选取2005—2022年省级面板数据,检验地方政府横向竞争对基础研究投入的影响。研究发现,地方政府经济赶超行为会减少地方政府对基础研究的投入,并且这种行为会在地方政府间呈现出“竞而向下”的特征。机制检验表明,地方政府的经济赶超行为通过降低市场化程度和政府创新投资意愿降低了基础研究投入。异质性分析表明,在经济落后地区这一现象更为严重。同时,优化考核体系后赶超行为会提升基础研究投入。鉴于此,应优化地方政府考核体系,充分调动地方政府积极性,推动核心技术突破。Select provincial panel data from 2005 to 2022 to examine the impact of horizontal competition among local governments on basic research investment.Research has found that the economic catch-up behavior of local governments reduces their investment in basic research,and this behavior exhibits a competitive downward trend among local governments.Mechanism testing shows that the eco-nomic catch-up behavior of local governments reduces basic research investment by reducing the degree of marketization and government innovation investment willingness.Heterogeneity analysis indicates that this phenomenon is more severe in economically underdeveloped areas.Meanwhile,optimizing the assessment system and catching up with others will increase investment in basic research.In view of this,it is necessary to optimize the local government assessment system,mobilize the enthusiasm of local governments,and promote breakthroughs in core technologies.
