摘　　要：近代以降,社会各界的导淮方案层出叠现,但均成效不彰。为消除沿淮百姓灾苦,1939年至1949年中国共产党通过宣传教育和组织动员,团结治淮力量,成为治理淮河的高效动员者;通过扶危救困与兴修水利,发挥治淮实效,成为治理淮河的坚定践行者;通过舆论交锋及军事斗争,保卫治淮成果,成为治理淮河的刚毅捍卫者。中国共产党在治淮这一场域中实现了动员者、践行者、捍卫者三重角色的有效联动,映射出立党为公、执政为民的政党形象。Since the modern times,there have been many programs to regulate the watercourse of the Huaihe River,but they all turned out to be ineffective.In order to relieve the sufferings of the people along the Huaihe River,from 1939 to 1949,the CPC united the forces from all aspects to harness the Huaihe River through propaganda,education and organizational mobilization,and became the efficient mobilizer;through helping the poor and the needy and constructing water conservancy,it brought the effective measures into play,and became the firm practitioner;and through the public debate and military struggle,it defended the achievements of regulating the Huaihe River,and became the staunch defender.The CPC has realized the effective linkage of mobilizers,practitioners and defenders in the campaign of flood control,which reflects the image of a political party serving for the public good and exercising power in the interests of the people.
