摘　　要：目的:对海南省各市县医疗卫生服务能力进行评价,为海南省整体医疗卫生服务能力发展及制定相关措施提供参考。方法:构建海南省医疗卫生服务能力评价指标体系,依据熵权法赋值,应用综合评价模型计算海南省医疗卫生服务能力综合评价值,并借助障碍度模型探究影响卫生服务能力发展的障碍因子。结果:2015—2022年,海南省医疗卫生服务能力总体呈上升趋势,增速较快,但各市县差距较大;出院人数、健康检查人数、诊疗人次数、每千人口医疗机构床位数、每千人口卫生技术人员数是制约各市县医疗卫生服务能力发展的主要因素。结论:海南省各市县应抓住医疗旅游消费中心建设的契机,强化各市县自身医疗服务能力建设以提高医疗服务量;加强病床资源的精细化管理,提高医院病床使用率;加强卫生人才队伍建设,提升卫生人力资源质量。OBJECTIVE To provide reference for quantifying the development of overall medical and health service capacity in Hainan Province and further promoting measures.METHODS Construct an evaluation index system,assignment by entropy weight method,apply comprehensive evaluation model to calculate comprehensive evaluation value,and use the obstacle model to find out the obstacles affecting development.RESULTS From 2015 to 2022,the medical and health service capacity of Hainan Province showed a rising trend with a rapid growth rate,but there was a large gap between cities and counties.The number of discharged pa⁃tients,the number of health examinations,the number of patients receiving medical treatment,the number of beds in medical institu⁃tions per 1000 population,and the number of health technicians per 1000 population are the main factors restricting the develop⁃ment of the medical and health service capacity of cities and counties.CONCLUSION Seize the opportunity of the construction of medical tourism consumption center;strengthen the medical service capacity construction of each city and county to improve the quantity of medical service;strengthen the fine management of hospital bed resources and improve the utilization rate of hospital beds;strengthen the construction of health personnel and improve the quality of health human resources.
