强化不对称优势:拜登政府对华安全环境塑造的战略逻辑

摘　　要：作为用于与中国展开全球竞争的政策工具,“塑造战略环境”已经成为拜登政府的一项核心战略理念。对华安全环境塑造是美国决策者战略构想与当前安全环境相结合的产物,其要求将中国视作美国最主要的战略竞争者,通过周边介入、战略动员与规则重塑三种路径强化对华战略阻力,希图将中国的对外战略行为局限在印太地区。对华安全环境塑造体现了拜登政府通过联合盟友伙伴强化美国的对华不对称优势进而“竞赢”中国的核心战略意图,也部分地反映出其管控冲突的考量。尽管该战略理念是拜登政府最为强调的地缘布局之一,但可行性低、战略超支、国内外阻力等因素限制了其顺利推进。对于美国的这一战略构想及其实践,中国应通过研判其战略逻辑、规避地缘冲突和积极塑造周边等方式予以有效应对。As a policy tool to compete with China globally,"shaping the strategic environment"has been a core strategic concept in Biden administration.Shaping China's security situation results from the combination between the U.S.decisionmakers'strategic conception and current international security environment.It requires regarding China as the primary strategic competitor of America,and intensifying China's strategic obstacles through three pathways:intervening China's immediate periphery,strategic mobilization and reshaping international rules,and in the end China's foreign strategies might be restricted within Indo-Pacific Region.This core intention hidden behind is facilitating the asymmetric advantages of U.S.and further"out-competing"China with the contribution from allies and partners,also partly because the Biden administration's willingness to manage bilateral conflicts.Meanwhile,the Biden administration invests most of America's strategic resources to this geopolitical maneuvering,but are facing resistance since it is infeasible,costly and under suspicions at home and abroad.In order to respond and address this challenge,China may as well analyze this strategy's logic in depth,prevent geopolitical conflicts and positively shape the neighboring environment.
