中美竞争下韩国尹锡悦政府的“追随-自主”外交模式研究

摘　　要：研究中美竞争下尹锡悦政府的外交模式具有重要的学术价值和现实意义。本研究使用模型构建法和案例分析法,通过对尹锡悦政府外交关键因素的把握,确定了尹锡悦政府以追随美国为主,兼顾自主式外交的“追随-自主”外交模式。尹锡悦政府的“追随-自主”外交并不能实现韩国国家利益的最大化,同时导致东北亚国家间关系更趋阵营化,加剧东北亚安全风险,也无益于国际社会合作的达成。“追随-自主”模式下的韩国外交存在战略透支的可能性,韩国或将进行适当政策调节,但在尹锡悦政府任内,韩国外交无法脱离“追随-自主”的基本模式。Determine the diplomatic model of the Yoon Suk-yeol administration under the Sino-US competition,academically answer the question of the attribution of the diplomatic model of the Yoon Suk-yeol administration,and realistically provide countermeasures and suggestions based on empirical basis for China's diplomacy with ROK.The research uses model construction,and case analysis methods.Through the understanding of the key diplomatic factors of Yoon Suk-yeol administration,it is determined that the diplomacy of Yoon Suk-yeol administration belongs to the"following and independengt"diplomatic model,which focuses on following the United States and gives consideration to independent diplomacy.The"following and independengt diplomacy of the Yoon Suk-yeol administration can not maximize the national interests of ROK,and at the same time,it has led to a more camp oriented relationship among Northeast Asian countries,exacerbated the security risks in Northeast Asia,and is not conducive to the achievement of international cooperation.There is a possibility of strategic overdraft in ROK's diplomacy under the"following and independengt"model,and ROK will make appropriate policy adjustments.However,under the Yoon Suk-yeol administration,ROK's diplomacy cannot break away from the basic model of"following and independengt".
