摘 要:相对于国外第三方机构主导的回收模式与生产者责任制,我国目前主要存在以下新能源汽车电池回收模式:以电池(材料)生产商为主的回收模式、以车企为主体的回收模式、以第三方专业公司为主的回收模式。然而这些模式普遍存在电池回收数量少、回收网点搭建不完善、电池回收报价低削弱消费者回收自主性、企业与消费者存在沟通壁垒等缺陷。本文对美国、日本等国外典型新能源汽车电池回收模式进行了研究分析,从完善产业政策、追踪电池使用流向以及培养消费者电池回收自主性三方面提出可行性建议。Compared with the recycling model and producer responsibility system led by foreign third-party institutions,the following new energy vehicle battery recycling models mainly exist in China:the recycling model dominated by battery(material)manufacturers;the recycling model with car companies as the main body;However,these models generally have shortcomings such as the small number of battery recycling,the imperfect construction of recycling outlets,the low price of battery recycling,the weakening of consumers'autonomy in recycling,and the communication barriers between enterprises and consumers.This paper studies and analyzes the typical battery recycling models of new energy vehicles in the United States,Japan and other foreign countries,and puts forward feasible suggestions from three aspects:improving industrial policies,tracking the flow of battery use,and cultivating consumers'autonomy in battery recycling.
