摘 要:联合国工作人员的构成与联合国民主平衡发展密切相关,联合国秘书处的公匀分配问题始终备受关注。秘书处公匀分配原则具有明确公匀分配目标、建立适当幅度制度、联合国秘书长承担主要义务、消除对女性工作人员偏见、建立监督与问责机制的内涵。在不断的发展过程中,公匀分配原则具备促进联合国平衡发展、与多样化发展目标相契合、推进国际法制度新发展之价值。然而,公匀分配原则也存在受到现实因素制约、对高级职位影响不足等问题。这些问题可以通过调整人事任命中长期聘用与定期聘用的比重、改变适当幅度比例构成、减轻性别无意识偏见并建立女性人才库等予以解决。联合国秘书处公匀分配原则对中国的启示主要有:依托地域公匀原则实现中国籍职员应有数量、按照性别公匀原则提升中国籍职员的职级水平、加强对国内人才的培养与高级职位的战略投资等。The composition of United Nations staff is closely related to the balanced development of democracy in the United Nations,and the equitable distribution has always been a concern.The principle of equitable distribution in the Secretariat has the connotation of clarifying the objective of equitable distribution,establishing an appropriate range system,the Secretary-General of the United Nations assuming the main obligations,eliminating prejudice against female staff,and establishing a monitoring and accountability mechanism.In the process of continuous development,the principle of equitable distribution has the value of promoting the balanced development of the United Nations,conforming to the goal of diversified development,and promoting the new development of the international law system.However,the principle of equitable distribution is also constrained by practical factors and has insufficient influence on senior positions.These problems can be solved by adjusting the proportion of long-term employment and regular employment in personnel appointments,changing the proportion of appropriate range,reducing gender unconscious bias,and establishing a female talent pool.The enlightenment of the principle of equitable distribution of the United Nations Secretariat to China mainly includes:realizing the number of Chinese staff based on the principle of geographical equality,improving the level of Chinese staff according to the principle of gender equality,and strengthening the training of domestic talents and strategic investment in senior positions.
