论中国式现代化视阈下的共同富裕对西方福利国家模式的超越

摘　　要：福利国家作为西方社会现代化的产物,从其诞生之日起就担负了调节社会体制机制、满足大众生活需要、克服社会基本矛盾的政府职能。因此,作为一种试图解决资本主义贫富分化问题、弥补社会治理漏洞的体制模式,它一度引发了其他非西方国家的追捧、关注与研究。然而,究其本质,福利国家仍是资本主义私有制的产物,其所谓的高福利政策是为了维持资本主义的再生产,进而维护资产阶级的统治。与中国式现代化下的共同富裕相比,福利国家具有以下三方面弊端:一是其福利政策表现出虚假性与“过渡性”的特点;二是容易落入养懒汉的陷阱;三是忽视了部分群体的物质与精神文化需求,而且存在生态方面的短板。与之相比,中国式现代化下的共同富裕实现了对西方福利国家的内在超越;在扎实推进共同富裕的过程中,中国式现代化始终坚持中国共产党的领导,坚持社会主义基本经济制度,坚持以人民为中心的价值追求。As a product of the modernization of Western society,the welfare state has taken on the governmental function of regulating the social system,meeting the needs of the masses and overcoming the basic social contradictions since its birth.Therefore,as an institutional model that tries to solve the problem of capitalism's polarization between the rich and the poor and to make up for the loopholes in social governance,it once triggered the pursuit,attention and research of other non-Western countries.However,in essence,the welfare state is stil a product of capitalist private ownership,and its so-called high welfare policies are designed to maintain the capitalist reproduction and thus the rule of the bourgeoisie.Compared with the common prosperity under Chinese-style modernization,the welfare state has the following three drawbacks:first,its welfare policies show the characteristics of being false and"transitional";second,it is easy to fall into the trap of feeding the lazy;and third,it ignores the material and spiritual cultural needs of some groups and has ecological shortcomings.In contrast,the common prosperity under Chinese-style modernization has realized the inherent transcendence over the Western welfare state;in the process of solidly promoting the common prosperity,Chinese-style modernization has always adhered to the leadership of the CPC,the basic economic system of socialism,and the people-centered pursuit of values.
