摘　　要：消解治理问题综合化与执法体制碎片化、执法力量悬浮化之间的结构性张力是中国行政执法改革的核心议题。基于历程演变与当前实践,系统把握行政执法体制改革的内在逻辑与现实困境,有助于提高改革的前瞻性和针对性。研究表明,中国行政执法改革经历了从“有限集中”向“深度整合”的转变,并推动部门专业执法迈向全面综合执法。构建综合行政执法体制蕴含着通过调整横纵向权力关系以实现执法体制条块重构的改革逻辑,呈现出“双重整合”与“重心下沉”的实践特征。对地方改革的追踪调研发现,综合行政执法体制改革存在横向协同乏力、纵向重构失序、承接能力不足和改革衔接不畅等困境,需进一步理顺组织结构、加强条块联动、优化资源配置和完善法规体系。The core issue of reform of China's administrative law enforcement is to resolve the structural tension between the integration of governance issues,the decentralization of law enforcement power and the fragmentation of law enforcement systems.Based on the historical evolution and current practice,a systematic grasp of the internal logic and realistic dilemma of China's administrative law enforcement reform will help to improve the foresightedness and pertinence of the reform.The research shows that the reform of China's administrative law enforcement system has undergone a transformation from limited concentration"to""deep integration",promoting departmental professional law enforcement to comprehensive law enforcement.The construction of comprehensive administrative law enforcement system contains the reform logic of restructuring the law enforcement system by adjusting the horizontal and vertical power relations,showing the practical characteristics of"double integration"and""sinking center of gravity".Follow-up investigation on local reforms shows that the current comprehensive administrative law enforcement reform has some difficulties,such as weak horizontal coordination,disordered vertical reconstruction,insufficient capacity to undertake and poor convergence of reforms.Therefore,it is necessary to further straighten out the organizational structure,strengthen the linkage between sectors,optimize the allocation of resources and improve the legal system.
