摘　　要：日本陆军征兵制受到陆军创建者山县有朋的重大影响。山县有朋是陆军与统括地方自治的内务省的代言人,近代日本军事制度和自治制度皆由山县一人创制,是近代日本的特点。这一特点是日本军国主义社会基础形成的原因,在阐明军事制度与自治制度之间的相关性上有重要意义。本文旨在阐述近代日本征兵制的产生及其性质,以揭示与其基础——自治制之间的关系。通过观察军事和自治之间的相关性,可以了解日本陆军对一般社会所产生的影响。另外也揭示了军事史的研究积累不仅在解释政治过程中发挥了作用,同时各个领域的成果也为军事史的深入研究做出了贡献,它们之间存在着相辅相成的关系。The conscription system of the Japanese army was greatly influenced by its founder,Yomagata Aritomo,who represented the army and the Ministry of Internal Affairs,which oversaw local autonomy.The management of both military and autonomous systems by the same person had become a feature of modern Japan,which precisely led to the social foundation for militarism.It is significant to clarify the correlation between the military system and the autonomous system.This article explains the establishment and nature of the conscription system in modern Japan,in order to reveal its relationship with the autonomy,foundation of the military system.The observation on the correlation between military and autonomy helps to understand the impact of the army on general society.The accumulated military history can explain the political processes,and the research results in various fields can deepen the study of military history at the same time.There is a complementary relationship between them.
