摘　　要：研究构建个人征信机构发展评价指标体系,既可以满足征信监管需求,又能引导征信机构在追求自身经济效益的同时,兼顾社会效益,进而推动中国个人征信市场高质量发展。通过借鉴国内外有关组织对征信机构的评价标准,结合监管要求和机构发展实际,尝试构建个人征信机构发展评价指标体系:一是确定影响机构高质量发展的因素,设计4个一级指标;二是确定影响各因素的代表性二级指标12个;三是按重要性和差异化标准细筛指标,形成60个三级指标;四是采用专家打分法,对指标赋权;五是对市场化征信机构进行试评价。结果表明,该指标体系基本能反映个人征信机构发展实际,既能为机构发展提供指引,又可为监管当局评估征信机构发展情况提供参考。Studying and constructing the evaluation index system for the development of personal credit reporting institutions can not only meet the credit supervision demand,but also guide credit reporting institutions to pursue their own economic benefits while giving consideration to social benefits,thus promoting the high-quality development of China's personal credit reporting market.Based on the evaluation standards of domestic and foreign organizations,combined with the regulatory requirements and the actual development of credit reporting institutions,we try to build an evaluation index system for the development of personal credit reporting institutions:First,determine the factors affecting the high-quality development of institutions and design four first-level indicators;Second,determine twelve representative secondary indicators affecting various factors;Third,Fine-screen the indicators according to the standards of importance and differentiation to form sixty three-level indicators;Fourth,using expert scoring method to give weight to indicators;Fifth,conduct a trial evaluation of market-oriented credit reporting institutions.The results show that the evaluation index system can basically reflect the actual development of individual credit reporting institutions,provide guidance for their own development,and provide reference for the regulatory authorities to evaluate the development of credit reporting institutions.
