摘 要:2023年7月29日至8月2日,受台风“杜苏芮”影响,海河流域发生“23·7”流域性特大洪水,北京市北运河发生近10年一遇洪水。围绕北运河“上蓄、中疏、下排,有效蓄滞雨洪”的“通州堰”工程体系的运用和调度,以雨情、水情、工情数据及调度资料为基础,分析此次暴雨洪水的特征,并与历史典型洪水特征进行对比,分析流域当前防洪格局下的工程调度措施及洪水应对成效,总结流域防洪存在不足和短板,分析结果可为后续相关工程体系的建设和完善提供参考。From July 29 to August 2 of year 2023,the Haihe River basin experienced the"23.7"regional flood due to the impact of Typhoon"Du Suri",which led to the occurrence of flood in the North Canal of Beijing.This flood was a rare event in the past decade.This paper focused on the application and opera-tion of the"Tongzhou Weir"engineering system,which employd the principles of"upper storage,middle drainage,lower drainage,and effective stormwater storage"along the North Canal.Based on the analysis of the data from rainstorm,water quantity,water engineering,and water dispatching,this study aimed to un-derstand the characteristics of the flood event and compare them with historical flood patterns.The re-search analyzes and assess the effectiveness of project dispatching measures and flood response under the current flood control framework in this basin.These findings can serve as a valuable reference for future construction and enhancement of related engineering systems.
