摘 要:为落实基于定额管理的用水计划相关要求,通过构建用水计划指标核算模型,开展了用水计划管理策略研究与实践应用。结果表明:运用模型开展分行业、分水源用水计划指标核算,科学分解用水户用水计划指标,可实现宏观上的总量控制、微观上的监督管理;多行业、多定额的用水指标全自动化核定,提高了用水精细化、智能化管理水平。本研究成果可为其他省市用水计划管理提供参考。To implement the relevant requirements of water usage plan management based on quota con-trol,this paper constructed a water usage plan index calculation model and conducted research on water usage plan management strategies and their practical applications.The results indicated that it was possi-ble to achieve macro-level total control and micro-level supervision and management though using the model to calculate water usage planning indexes by industry and water source,and scientifically decompos-ing water user's water usage plan indexes.The fully automated determination of water use indexes for mul-tiple industries and quotas improved the refinement and intelligence of water management.These findings of this study could provide references for water use planning management in other provinces and cities.
