摘　　要：目的:探索基于盲法设计的医疗机构输入性传染病应对能力评估体系构建,为相关部门检验医疗机构应急处置能力提供新的方法和思路。方法:2019年10月以上海市某区发生输入性传染病疫情为背景,采用单盲实战演练形式,完全模拟真实疫情情境,根据相关防控方案设计评估项目及指标。演练共有4家医院、15家社区卫生服务中心参与。结果:评估结果显示,C医院得分最高,其后依次是A医院、D医院、B医院。各医院得分比较,差异有统计学意义(χ2=21.697,P<0.05)。15家社区卫生服务中心中,总得分前5位依次为F、M、K、D、H社区卫生服务中心。各社区卫生服务中心得分比较,差异有统计学意义(χ2=35.747,P<0.05)。结论:通过演练有效检验了医疗机构对输入性传染病的应对能力,验证了演练模式的可行性,为相关部门开展卫生应急演练提供相对合理、客观、科学的参考依据。OBJECTIVE To explore the construction of an evaluation system for the response capacity of imported infectious dis-eases based on blind design,and to provide new methods and ideas for the health administrative department to test the emergency re-sponse capacity.METHODS Based on the background of an imported infectious disease epidemic in a district of Shanghai,a sin-gle-blind actual combat exercise was used to fully simulate the real epidemic situation,and the evaluation items and indicators were designed according to the relevant prevention and control schemes.RESULTS C hospital scored the highest,followed by A hospital,D hospital and B hospital.The highest score was 88 points,the lowest score was 62 points,and the average score was 75.75 points.The difference in scores among hospitals was statistically significant(χ2=21.697,P<0.05).The top five communities in the total score of 15 community health service centers were F community,M community,K community,D community and H community.The highest score was 96 points,the lowest score was 45 points,and the average score was 70.67 points.There were significant differenc-es in the scores of each community(χ2=35.747,P<0.05).CONCLUSION Through the exercise,the ability of medical institutions to respond to imported infectious diseases was effectively tested,and the feasibility of the exercise mode was verified,which provided a relatively reasonable,objective and scientific reference for the health administrative department to carry out health emergency exer-cise in the next stage.
