摘 要:转设后的民办应用型本科高校的发展需要科学合理的战略规划以应对当前的生源竞争压力。为此,基于对教育政策、经济发展、生源供给和教育技术四个方面的发展背景分析和以公立普通高校为主要竞争对手的SWOT分析的基础上得出结论:在高等教育供给侧改革背景下,迅速推进以人才培养模式创新为核心的整体战略创新是民办应用型本科高校培育特色品牌优势、应对竞争压力和抓住发展机遇的战略方针。为这一战略方针的落实,文章提出了六项战略性措施,包括明确办学定位、提升治理质量、加强战略性资源投入、优化学科专业设置、创新人才培养模式、加强校园文化建设。The development of the non-governmental application-oriented colleges after the transformation requires scientific and reasonable strategic planning to cope with the current competitive pressure of student.Therefore,based on the analysis of the development background of education policy,economic development,student supply and education technology,and the SWOT analysis of public universities as the main competitors,it is concluded that under the back-ground of the supply-side reform of higher education,the rapid promotion of the overall strategic innovation centered on the innovation of talent cultivation mode is the strategic approach for the cultivation of the characteristic brand advantages of the non-governmental application-oriented colleges and universities to cope with the competitive pressure and seize de-velopment opportunities.For the purpose of implementing the strategic guideline,the six major strategic measures have been presented and discussed,including clarifying the strategic positioning of college running,enhancing the governance quality,strengthening the strategic resources input,optimizing the setup of the disciplines and majors,innovating the talent educational mode and strengthening the construction of the college culture.
