绿色金融赋能循环经济发展的作用机制、实证检验与对策建议

摘　　要：本文通过构建循环经济和绿色金融综合评价指标定量评价各省循环经济和绿色金融发展水平,发现2013—2021年间我国各省份的绿色金融和循环经济发展水平均呈上升趋势,但地区差异明显。在此基础上,从资金支持和产业结构优化两方面分析了绿色金融促进循环经济发展的理论机制,并进一步实证研究了绿色金融对循环经济发展的促进作用。研究表明,绿色金融在促进循环经济发展方面发挥着重要作用,特别是在我国东部地区尤为显著,且两者间存在显著的交互影响、空间溢出效应和阶段门槛效应。基于研究结论,本文提出各地方政府应制定差异化的绿色低碳循环发展政策,并分区域、分阶段推进绿色金融和循环经济相互融合发展的对策建议。This article quantitatively evaluates the development level of circular economy and green finance in various provinces by constructing comprehensive evaluation indicators for circular economy and green finance.It is found that from 2013 to 2021,the development level of green finance and circular economy in various provinces in China has shown an upward trend,but there are significant regional differences.On this basis,this paper analyz-es the theoretical mechanism of green finance for the development of circular economy from the aspects of finan-cial support and industrial structure optimization,and further empirically investigates the role of green finance in promoting the development of circular economy.The study shows that green finance plays an important role in pro-moting the development of circular economy,especially in the eastern part of China,and there are significant inter-action effects,spatial spillover effects and stage threshold effects between the two.Based on the conclusion of the study,this paper proposes countermeasures that each local government should formulate differentiated green,low-carbon and recycling development policies and promote the mutually integrated development of green finance and recycling economy by region and stage.
