我国国家中心城市国际化水平比较评价与优化路径  

Comparative Evaluation and Optimization Path of Internationalization Level of China's National Central Cities

摘　　要：本文基于国家中心城市的战略定位,立足国家中心城市开放合作平台、经贸交流合作、国际软实力等国际化特点,从开放载体、开放通道、对外经贸人文合作、国际化政策环境等四大类指标,构建城市国际化发展的评价指标体系,对九个国家中心城市的国际化水平进行了对比。研究发现,后疫情时期国际经济社会交流合作尚处于恢复期,我国国家中心城市国际化水平明显分化,北京、上海等城市多数国际化指标领先;广州、重庆、成都、天津等城市部分国际化指标有一定优势;武汉、西安、郑州等城市多数国际化指标有一定劣势。根据对比结果,提出五个方面的国际化提升对策:明晰城市国际化功能定位,优化提升开放载体功能,提升国际开放通道功能,建设国际化现代产业功能体系,持续增强城市国际化软实力。Based on the strategic positioning of national central cities and the internationalization characteris-tics of national central cities such as open cooperation platforms,economic and trade exchanges and cooperation,and international soft power,this paper constructs a system of evaluation indexes for the internationalization devel-opment of cities from four major categories of indexes such as open carriers,open channels,foreign economic and humanities cooperation,and internationalization policy environment,and compares the internationalization level of nine national central cities.The study finds that the international economic and social exchanges and cooperation in the post epidemic period are still in the recovery period,and the internationalization level of China's national central cities is obviously differentiated,with most internationalization indexes of cities such as Beijing and Shang-hai in the lead,some internationalization indexes of cities such as Guangzhou,Chongqing,Chengdu,and Tianjin in the lead,and most internationalization indexes of cities such as Wuhan,Xi'an,and Zhengzhou in the disadvantage.Based on the comparison results,five internationalization enhancement countermeasures are proposed:clarifying the city's internationalization function positioning,optimizing and improving the function of open carriers,improv-ing the function of international open channels,building an internationalized modern industrial function system,and continuously enhancing the city's internationalization soft power.
