摘　　要：数字贸易规则体系是国际贸易规则领域的核心议题,也是新一轮国际竞争的焦点。区域数字贸易规则在推动全球价值链向数字化转型的过程中,可能会对全球价值链倡导的多边贸易体系产生影响。本文基于区域数字贸易规则条款特征构建数字贸易规则指标,研究其对全球数字价值链的影响。研究发现,区域数字贸易规则通过降低贸易成本、减少贸易壁垒和完善数字贸易网络机制显著提高了各经济体参与全球数字价值链的增加值。进一步分析发现,区域数字贸易规则具有显著的区域主义特征,呈现邻近偏好,更有利于发达国家和新兴经济体参与全球数字价值链。本研究对我国加快推动构建兼顾效率与公平的新型数字贸易规则体系,提升我国在全球数字价值链的竞争力具有重要的参考作用。The digital trade rules system is the core issue in the field of international trade rules and the focus of a new round of international competition.Regional digital trade rules may have an impact on the multilateral trading system advocated by the global value chain in promoting its digital transformation.This paper constructs digital trade rules indicators based on the characteristics of regional digital trade rules clauses,and studies their impact on the global digital value chain.The findings reveal that regional digital trade rules promote the global digital value chain significantly by reducing trade costs,lowering trade barriers,and enhancing digital trade networks.Further analysis shows that regional digital trade rules have significant regionalist features,exhibiting a preference for proximity and being more favorable to developed countries and emerging economies in participating in the global digital value chain.This research provides important insights for China to accelerate the construction of a new digital trade rules system that balances efficiency and fairness,and enhance its competitiveness in the global digital value chain.
