贵阳市中小煤矿协会托管模式研究

摘　　要：煤矿托管作为煤矿企业的一种发展模式,在我国煤矿企业发展进程中愈发成熟。在我国西南地区,煤矿托管模式处于新兴阶段,与北方煤矿企业的托管模式相比处于明显的过渡阶段。为了适应新形势下煤炭行业的发展需求,充分利用贵阳市煤炭资源,做好煤炭行业供给侧改革,根据贵阳市委、市政府的部署安排,贵阳市矿产能源投资集团有限公司提出了以煤炭行业协会作为煤矿企业托管的方式整合贵阳市中小煤矿企业。协会托管模式的提出有效解决了煤炭资源利用与市场需求的问题,并且建立了企业与政府之间的沟通渠道。同时,协会托管模式填补了煤矿托管在贵阳地区的过渡应用,是更为灵活的管理模式,有利于政府、煤矿企业、市场需求企业及服务企业之间形成良好的循环,促进行业发展。通过贵阳市中小煤矿协会托管模式的应用,为西南地区其他省市的煤矿托管提供发展参考。As a development mode of coal mining enterprises,coal mine trusteeship mode is becoming more and more mature in the development process of coal mining enterprises in China.The coal mine trusteeship mode is in a new stage in southwest region in China,and there is a significant transition phase with the trusteeship mode of the coal mining enterprises in northern region.In order to adapt to the development needs of the coal industry under the new situation,make full use of the coal resources in Guiyang City,and do a good job in the supply-side reform of the coal industry,according to the arrangements of the Guiyang Municipal Party Committee and the Municipal Government,Guiyang Mineral Energy Investment Group Co.,Ltd.proposes to integrate the small and medium-sized coal mining enterprises in Guiyang City by using the coal industry association as the trusteeship mode of coal mining enterprises.The association trusteeship mode has effectively solved the problem of coal resource utilization and market demand,and have established the communication channel between enterprises and government.At the same time,the association trusteeship mode fills up the excessive application of coal mine trusteeship in Guiyang City,and has a more flexible management mode,which is conducive to the formation of a good cycle for the government,coal mining enterprises,market demand enterprises and service enterprises,and is conducive to promoting the development of the industry.Through the application of the association trusteeship mode of the small and medium-sized coal mine in Guiyang City,it provides suggestions for the development of coal mine trusteeship in other provinces and cities in the southwest region.
