眺望景观规划实务应用与概念体系解读——伦敦、京都、中国香港的经验借鉴

摘  要:我国目前正以城市景观风貌优化提升为契机,在城市山体和滨海区域开展眺望景观保护工作。文章以英国伦敦、日本京都和中国香港三座城市的相关规划实务应用为例,进行保护方法分析与概念体系解读。京都市通过市长审批议案的方式同时保护自然要素和城镇建筑等景物,管理方式较为细致;伦敦则以市长指定的方式着重保护市容、建筑等人工景物,管控方式较为科学;中国香港以公众咨询的形式重点保护山脊、山峰等自然景观,控制方式较为简洁。眺望景观保护政策因出台时间不同有着眺望景观数目越来越多,眺望景观保护方法越来越科学,眺望景观概念体系越来越完备等特点。以上结论可以为国内眺望景观的可持续发展,尤其是精细化管控提供相关经验借鉴。China is currently taking the opportunity of optimizing and improving the urban landscape to carry out overlook landscape conservation work in urban mountain and coastal areas.Taking the relevant planning practice applications of London in UK,Kyoto in Japan and Hong Kong,China in China as examples,the paper analyzes the conservation methods and interprets the conceptual system.Kyoto City protects both natural elements and scenic spots such as town buildings through the Mayor's approval of motions,which are managed in a more detailed manner.London,on the other hand,focuses on the protection of the cityscape,buildings and other artificial scenery in a more scientific way by means of mayoral designation.Hong Kong China focuses on protecting natural landscapes such as ridges and peaks in the form of public consultation,with a more concise control approach.With the promulgation of view protection policies,there are more and more view landscapes,more and more scientific view landscape protection methods,and more and more complete view landscape conceptual system.The above conclusions can provide relevant experience for the sustainable development of the domestic view landscape,especially for the fine control.
