摘 要:景观敏感性评估促进了能源发展和空间规划的交叉研究,是英国预测可再生能源开发引起景观变化的管理工具。通过文献归纳法,文章对英国景观敏感性评估进行了概念辨析、方法回顾等。并从空间关联、内容关联和程序关联三个方面阐述将景观敏感性评估方法纳入可再生能源规划的基础。在此基础上,运用案例研究和比较法,以北德文区风能开发的景观敏感性评估为例进行方法评价,汲取实践经验。最后,针对我国能源规划中存在的横向协调与纵向传导问题,从空间评估、管控指引、过程管理三个方面探讨了景观敏感性评估对可再生能源规划的经验启示及借鉴意义。以期为改善我国能源专项规划困境、完善能源景观规划、促进生态友好的可再生能源发展提供有益途径。Landscape sensitivity assessment promotes the cross study of energy development and spatial planning.It is a management tool for predicting landscape changes caused by renewable energy development in the UK.Through the method of literature review,it carries out concept discrimination,method review,etc.on the landscape sensitivity assessment in the UK.It discusses the basics of integrating landscape sensitivity assessment method into renewable energy planning in the UK from three aspects of spatial correlation,content correlation and procedure correlation.On this basis,using the case study and comparative method,it takes the landscape sensitivity assessment of wind energy development in North Devon District as an example to evaluate the method and to draw practical experience.Finally,aiming at the problems of horizontal coordination and vertical transmission in China's energy planning,it discusses the experience,enlightenment and reference significance of landscape sensitivity assessment to renewable energy planning from three aspects of spatial assessment,control guidance and process management.It provides an effective way to improve special energy planning,to expand the energy landscape planning,and to promote the development of eco-friendly renewable energy.
